It's okay the important ppl know when it's time to hit the railways & they seem very unleashed compared to Russian MoD (so expect the same method with a rapid timetable & different strategic goals, more serious ones IMHO). Priority was on military infrastructure first even though it's knitted together
When you don't have nukes you can be unleashed without it setting off MAD.
Yeah framing it as purely a question of political will is reductive on my part there
