Israel is part of the deal and Lebanon is also explicitly named. Bibi has said that they will not observe any ceasefire with Lebanon and therein we have an immediate contradiction. I suspect that Iran knows this deal will not hold, but accepted in order to appease China who stepped in as a guarantor. When this fails, it cannot be said that Iran didn't once again attempt to negotiate.
