No, not a small business. Do not try to twist that we are talking about landlords here not small businesses. There is a difference
Being a landlord = running a business. Being a small landlord= running a small business.
Yes this is exactly what's being discussed.
anyone who owns a small business, instead of running it as a co-operative, has made at least one antisocial decision.
anyone whose "small business" involves potentially making people homeless has made at least one more.
