IMHO an idea that spreads person to person, not just PSAs that are unlikely to be shared further.

So the avocado face on the bottom right of this image IS a meme. And if this Tweet turns into a copypasta, then it's a meme.

I've seen this particular tweet like a dozen times now, so it's definitely spread far and wide. Some people only think of image macros as memes, but yes the broader definition I've seen is essentially a viral concept.
