Think of it like copypasta/textual memes. It remains relevant because the underlying sentiment is always true. It can be applied to any story presented that's likely to lead to bloodthirsty rhetoric. It's also itself a completely uninflammatory statement, therefore challenging the reader to think without the inherent barrier of any insults (even though plenty of its readers on other instances are very deserving of them).
So, in short, yes.
