ANKARA, Oct 25 (Reuters) - Turkish President Tayyip Erdogan, in his strongest comments yet on the Gaza conflict, said on Wednesday the Palestinian militant group Hamas was not a terrorist organisation but a liberation group fighting to protect Palestinian lands and people.

To be fair it kind of sits between the Taliban (not a terrorist organization but a faction) and the IRA (terrorist organization that claims itself as an army).

It doesn't exist to incite attacks outside of Palestinian claims, but it also uses terrorist tactics like hostages and unguided rockets.
