Within the EU, you still need passport for a cat if you wanna travel abroad with it. My cat has his own passport.

My parents' dog has a passport. It even includes the names of the dog's parents which I find amusing.

I have a cat and have travelled abroad with in Europe, but never needed to use the passport

Ok, to be specific:

You really SHOULD have it
It is a proof of vaccination
Some countries require you to have your cat vaccinated against rabies (such as Germany)
If you don’t have such proof, in Germany, they may take your cat away from you for a few days and put him into quarantine
