hm interesting I see what you mean. So I actually pull all character images from Memory Alpha! It's strange why Elizabeth Dennehy first image is not rendering, while the second one is. I don't do any particular caching on my end per se, maybe my hosting solution (Vercel) has some part to play here, not sure.
That is bizare. Those are both static.wikia.nocookie.net/memoryalpha links, and interestingly both fail for me when I attempt to view the images in a new tab. I don't see any different flags in either link, so I have no idea what's up with this.
