Tucker's angle was "the sanctions aren't working, therefore the Democrats are incompetent." There's a section of the ruling class that wants to wedge China and Russia apart, and use Putin to contain Xi. This is of course a terrible plan that would never work (although it's not like the "pretend it's still the nineties" plan is working either).
