Is it not possible for hexbears to downvote on federated servers? I knew it was disabled on local comms.

Even viewing posts from other instances through Hexbear (for instance https://hexbear.net/post/2105999) will have the downvote button disabled. On the flipside downvoting Hexbear posts from other instances does nothing, we don't see nor count downvotes. So if a comment gets hit by libs and sits at 10 upvotes 50 downvotes, we would just see that as +10.

We actually can be down voted and it affects how our posts are ranked on other instances, it's just that we can't see the downvotes on our end
