Ive been under a concrete slab fixing plumbing all day so im a bit behind the news today… is the blame for what happened being laid on ‘power outage’?
The boat that hit the bridge that collapsed couldn't avoid it cuz it lost power

Either there was overdue maintenance or the engines don't like operating at low RPMs and will cut out.
