I heard a few minutes of it. They had someone who experienced it, and went on on how they figured it must be some enemy act immediately.

It seems like building a billion-rouble Death Ray Lite^TM^ and blasting rays to incapicate embassy staff is an awfully scattershot and Rube Goldberg solution for a problem that could be solved by setting up, say, an "auto accident" or "robbery breakin" to put a vital staffer out of commission.
The whole 60 Minutes piece was full of blatant contradictions and suspect investigative work. Examples:
Some "expert" guest explicitly blamed Russia.
Classic CIA projection, in other words.
