Spoofing caller ID to make it look like a call is coming from your area is a service offered by Bell and other telecos to businesses so they can make their service centers appear to be close to you.

They also offer that service to call centers outside of Canada knowing full well how it will be abused. The ONLY reason these calls get to you is because Bell and friends make money on every single call.

I once saw a video of a raid on one of these Indian call scam centers. The Indian police were rounding up and arresting the staff of the call center, except the boss, who just stayed in his office and ignored the entire raid. The police arrested everyone and just let the boss of the call center be, to just hire a bunch of new staff and start again
