I think in the long run that's good, concentrating only in big cities is really bad for a country, just look at South Korea, everybody has to live in Seoul, there is practically no other way. But yeah it sucks in the beginning because you loose a lot first.
Another good example is Argentina, where everything happens on Buenos Aires and the rest of the country is practically empty.
its also better for the housing market if smaller areas become more desireable to live in.
