Also isn't NCIS specific for the military, like they don't do traffic stops for randos, and plant crystal meth in cars and shoot black people. Right ?

Really? In not aware of what NCIS's jurisdiction is.
That part is right, they just love planting drugs and shooting black people regardless.
Don't forget that on occasion, she freelances as the world's foremost expert in cybersecurity.
