If someone is in front of you house and looks through the windows with binoculars 24/7 you would be creeped out. At least I would be. That's nothing compared to the extend of what's collected on you though online-tracking. And it's for sale for anyone. That data is anonymized but reversing that process is trivial.
Government agencies buy data like this regularly because collecting it themselves without a warrant would be unconstitutional.
A couple of catholic priests got outed because one of their higher ups bought app data from Grindr.
Multiple stalkers and abusive ex-partners found their victims like through this.
