This person sounds like a actively malicious neighbor. Instead of taking feedback to make life better they actively mistreat a dog in "revenge".

We're on the same server so can't be a federation issue. Unless I blocked some idiots. Can't see any commenter praising the behavior.
Underneath the post, in the image, there are two commenters happy about it. And OP seems so wrapped up in landlord hating that they're blinded to any other concerns.
