Does Rufus installer still give the option to bypass all this BS when flashing a windows ISO to a USB?

Better. And it doesnt even require a modified wim:
During OOBE setup: Shift +F10
then input OOBE\BYPASSNRO

Windows is unusable without Rufus. So glad I used it.
