That term was originally coined to describe an impossible task.
Yup, and was twisted to mean the opposite just like rotten apples.
The logical next step is to implement a system that works better than apples; something less vulnerable to rot. Anyone know how to measure merit behind closed doors? Me neither, so obviously complete transparency matters. If you murder someone but I let you decide what officially happened and what the punishment is, are you going to spend the rest of your life in prison? No? You don't decide that? Well clearly the better system needs external auditing.
