No. The Iranic/ Persian civilization is 2500 years.
Civilization began with Ur.
Even if we refer just to Sumeria, Ur isn't even the oldest city-state there, the first was Eridu with Larsa and Uruk founded not long after. Ur is around 1000 years younger than those three.
