The problem is not the headline but western liberals who have a strong tendency of rejecting their own capitalist propaganda media once it finally starts to acknowledge reality, at least in part. To them everything that doesn't conform to their pre-manufactured beliefs is "Russian propaganda"
Check the instance they're on. They're just making a (kind of repetitive) joke.
