While the payments of your new-locale's taxes can be deducted from your American taxes, you're gonna be paying the greater number eventually (usually the American one, despite the reduced services).

you fill out one more IRS tax form, the FEIE form, at the same time as all your other tax forms, and you don't pay up to $120,000 in US income tax according to IRS regulations.
