I think the movie is quite explicit about the why, just not overt, they mention the president dismantling the FBI, i believe drone striking US citizens, Jesse Plemons character is clearly acting by the racist status quo.
My point is those moments of exposition are very few and far between. We see the culmination of it but not the lead up. They don't show the dismantling of the FBI, it's just not relevant.
