It's almost like... If you let people get away with and even benefit from doing bad things, they'll do bad things.
Yeah, it would be better to punish the racist rascals, but the issue is that growing up benefiting from an Apartheid state just means the racist attitudes will get reinforced back into the kids. Actually addressing the racism inherent to a settler colonial society requires a lot more than disciplinary action against little kids.
And no teacher either.
