I actually been in this situation fixing a 6 inch main. My boss had us fix all leaks live. He hated dealing with dirty water calls you get after shutting off the water.
I was never under water during a leak or something, but i think people underestimate how easy you can drown by just a shitton of water spraying in your face.
Yeah and it was dangerous as hell, most likely an OSHA violation on top of that. Lot of the water system was in sand. Believe it or not you could also get buried alive while you are at it as well.
