Why are viewers much, much more likely to complain about big boobs than small boobs

Boobs like the ones in the OP exist

If I see something I don't care for, I just hide it and move on

But not small-boob fans! They have to let everyone know when boobs are too big for their tastes

Probably because drawing characters with large breasts is often done in a way that's weirdly sexualized and feels off for the situation. Stuff like clothes being way more form fitting than they should be.

Like in this case, cloth doesn't behave like the drawing on the left, it doesn't magnetize to skin. That can happen with clothes that are designed to do it, but it doesn't happen with a button up shirt
