I use a small notebook so it comes in handy to double the title bar to have space to increase the title font to 16 or 18

On debian 12.11 this was the case, but I don't remember how I configured it or what style I used. The style I now use on debian 13 is adwaita

Adwata so I'm assuming gnome I tend to use the open bar extension for customisation

Which DE are you using? At least for XFCE, there’s HDPI and XHDPI themes you can choose in the Window Manager settings.

What the hell are you talking about?

Do you mean with "appearance style" the desktop environment? Or the theme of a specific DE?

if its kde you can just right click on the taskbar, edit and then type in the desired width.

Settings->Accessibility->Large Text ON

It will increase all text size including title bar text.
