What you really need is something that will etch the outer lens cover permanently, so it has to be replaced.
Even better, in theory you could burn out the camera sensor with a sufficiently intense input, which would require the entire camera to be replaced.

Overclocked laser pointers should be used with caution around any kind of light sensors or light based storage devices. Including but not limited to eyeballs, digital cameras, cds, ir recievers, etc
I definitely wouldn't recommend an astronomy laser, which are far more powerful than laser pointers.

Many cameras are flush mounted with the wires run inside the wall, so there's no easily accessible wire to cut.
