Straight answer: He trusted his crew to do their jobs and then let them do it. Listened to advice but was not hesitant when a decision needed to be made.

I'd say he was an effective leader, but 'good' is open to debate.

I'm pretty sure that's why they are always saying Zap wears velour since that's what Kirk wore.
