I thought France was recycling some high percentage of nuclear waste? I admit this is not my field.

Most high level nuclear waste is spent fuel and can be recycled. Sometimes it doesn't make financial sense, but politically it can, depending on the circumstances.

Low level waste, things like irradiated shielding, pipes, PPE, etc, can't be recycled into fuel, and it represents a large majority of nuclear waste.
