Since the world has taken an economic and ecological downturn since Reagan's election, and he based his economic and ecological policies on Thatcher's lies, we can squarely blame the poor luck of the IRA for our accelerated demise.

First time I heard it was on Buffy the Vampire Slayer, always thought that was the source. That vampire was sired by Spike, so my head cannon is that Spike is the author of the quote back when he was living in the UK, and IRA copied it (or he was IRA... Could be just for fun)
