There is already a law in Canada against hate-speech, I don't really know it's intricacies. There is a federal document defining anti-semitism here. Note that the first example in the preamble notes that manifestations against the genocidal-entity are legitimate.

I frequent young adults in my daily work life and I have to redirect a lot of justified wrath against "Israel" and not towards Jews in general. We all know that's is a PR strategy from the enemy to present itself as the sole place able to provide "security" against antisemitism.
