What are the rules for report visibility? (lemm.ee)

I added a mod, turns out he's having trouble seeing reports, with at least one being completely invisible to him. Do I need to do something on my end for him to see it?

I've been waiting to see if anyone else answers, but two days later it looks like no one is going to.

My understanding is that mods of the same community should be able to see reports for that community.

Are both mods from the same instance? If they are from different instances perhaps there's a federation issue?

It's a known bug with Lemmy. Reports don't reliably federate between instances.
