Rudy is a weird case.

Like most NYC mayors, the majority of New Yorkers hated him because he was a corrupt piece of shit.

Then 9/11 happened, and national media turned him into a symbol for all of NYC.

Even tho one of the factors that made 9/11 so devastating was he put off relocating the emergency response center for years because he had a mistress in an apartment a few blocks away and he used the center as an albi when he went to see her.

He lucked into nationwide goodwill, and an average politician would have capitalized on it. But Rudy being Rudy, it's amazing he held onto for so long.

Conventional wisdom is Trump, via Putin has kompromat on Rudy regarding him working with the Russian mob to "clean up" New York in the 80's-90's

Considering how quick he jumped in the sack with a young woman he thought was Eastern European in the Borat movie I don't think that's all they have on him.
