Or you could just use LiFePO4 batteries. It's significantly harder to set them on fire than other lithium ion types. They are affordable and readily available.
I agree! I really want a LiFePO4 ebike but I haven't seen one yet. Mostly because of the 3000+ charage cycles those cells can take. I'm guessing they aren't popular with manufactures because of the lower capacity. It hard to sell a bike with 1/3 the range or giant bulbus battery. Also they can't sell you a new bike or battery in 3 years when the shitty NMC cells wear out.

It's a shame the sensationalist media and cheap Chinese ebikes are giving a bad name to a whole industry. No mention of electric cars either. what happens if i shoot my Tesla right in the battery? Don't buy the absolute cheapest bike on the market, charge your stuff how you're supposed to, and respect the temperature ranges of the battery. You'll probably be fine.
