The artwork this meme is based on is a popular example of surrealism from 1929. I expect it was reproduced and the caption changed or reinterpreted many times before the internet was a twinkle in Al Gore's eyes.

The the painting and the painter are something special. The original phrase under the pipe is that this isn't a pipe, because it's a painting. It's a example of something that is and isn't what it says it is

The Treachery of Images (French: La Trahison des Images) is a 1929 painting by Belgian surrealist painter René Magritte. It is also known as This Is Not a Pipe, Ceci n'est pas une pipe and The Wind and the Song. Magritte painted it when he was 30 years old. It is on display at the Los Angeles County Museum of Art.
