General Secretary Nguyễn Phú Trọng implemented an anti-corruption campaign in 2016 called "blazing furnace" in shorthand. Since then, the fire has ripped through both politicians and businesses, up to even the Presidency. Nearly 200,000 party members, 36 Central Committee members, and 50 police/military generals have been disciplined since the initiative began. In 2018, Dinh La Thang, the former party chief of Ho Chi Minh City, became the first sitting Politburo member to be criminally charged, and was sentenced to 30 years in prison. In 2023, President Nguyễn Xuân Phúc was implicated in a corruption scandal and resigned. He was replaced by Võ Văn Thưởng, who was then also caught in a corruption scandal a year later in March 2024, making him the shortest serving President in Vietnamese history. The Presidency is current headed by Võ Thị Ánh Xuân while they find a new President; she also took that role in 2023.

The ousted leaders tend to also be part of the more West-friendly, technocratic faction inside Vietnam, either reflecting how these people also tend to be more easily corrupted, or how the Communist Party is slowly moving away from a foreign policy which allies itself with the West (as Vietnam has comprehensive strategic partnerships with several Western countries), or some combination. Of course, this shouldn't be overstated - Vietnam has maintained a close friendship with China for years, and both incumbent leaders are intimately familiar with anti-corruption campaigns and how and why they must be conducted in order to deliver maximum public benefit.

America clearly desires Vietnam to pick their side, because America strongly desires another vassal state in East Asia like the Philippines, South Korea, and Japan to further encircle and isolate China. And so the headlines and commentary of Western state propaganda like Radio Free Asia, the BBC, WaPo, Business Insider, etc reveal their increasing annoyance with Vietnam's government. They often couch this in the standard "objective" economics language); about how removing leaders who foreign investors were reassured by might mean economic pain for Vietnam ahead. As Bhadrakumar noted in 2023, perhaps the BBC revealed their intentions the best:

Reading Vietnamese politics is always difficult — the Communist Party makes its decisions behind closed doors. But hard-line General Secretary Nguyen Phu Trong, who was given an unprecedented third term at last year’s party congress, appears to be consolidating his authority by ousting senior officials seen as more pro-Western and pro-business. Officially this is all happening in the name of fighting corruption,.. but it’s indicative of a power struggle at the top of the party… the likely rise now of more security-focused officials to the top of the party will be bad news.

Even a quick google search right now will show a bunch of articles by clearly nervous Westerners: Why Vietnam’s Escalating Anti-Corruption Campaign Might Backfire because, as we all know, only authoritarian regimes are vulnerable to things like public opinion and discontent, while Western "democracies" are insulated from such petty phenomena. Leaders here can have disapproval ratings of 60-70% and not even the slightest consequence will happen to them - a real sign of democratic freedom and justice over those primitive regimes in the East! Or, take: ‘Blazing Furnace’ Turns Vietnam Into Another Chinese Province; China turning both Russia and Vietnam into their provinces in just two years was a real diplomatic masterclass. Or, back in 2022: Vietnam's 'blazing furnace' crackdown burns $40 bln off stocks. Not the stocks! Anything but the stocks!

If your actions as a leader are pissing off Bloomberg, you are going in the right direction.

Peruvian Congress Rejects 3 Requests to Impeach Dina Boluarte

She has been involved in scandals involving corruption, inappropriate behavior, and interference in criminal investigations.

On Friday, the Peruvian congress controlled by a conservative majority did not admit three impeachment motions presented against President Dina Boluarte.

The first impeachment motion was promoted by Together for Peru and Democratic Change, which maintain that Boluarte did not behave appropriately and transparently for not having responded to Congress for a 12-day absence.

The second impeachment motion was presented by Free Peru, which accused President Boluarte of getting involved in the criminal proceedings involving her brother Nicanor.

The third impeachment motion was promoted by the benches of Free Peru, Democratic Change, Together for Peru, the Magisterial Block, Bicentennial Peru, and some independent legislators. They maintain that Boluarte interfered in the investigations carried out by anti-corruption prosecutors and a special team of the National Police.

"We fulfill the will of the Peruvian people who give the president an 8 percent approval rating. This public indignation stems from the president's frivolity, as she has been absent without permission and without informing the public to undergo surgery, and has dissolved a special professional police team with the intention of covering up," stated legislator Susel Paredes.

In mid-2023, Boluarte was absent from her position for 12 days to undergo cosmetic surgeries, which, according to the impeachment request, constitutes grounds for "moral incapacity" and "abandonment of office." However, this only reflects part of the reasons why she has lost popular support.

Files at the Prosecutor's Office

Boluarte's rise to office in December 2022 was marked by massive protests in several regions, which lasted for several months and led to direct confrontations with law enforcement, resulting in the deaths of 49 people.

These events have led to a prosecutorial investigation of Boluarte and her then interior ministers for the crimes of genocide, aggravated homicide, and abuse of authority.

The Peruvian president is also under investigation for passive bribery and illicit enrichment, due to the Rolex watch scandal.

She wore these watches at various official ceremonies and, when confronted by a journalistic investigation, claimed they were a loan from her friend, the governor of Ayacucho, Wilfredo Oscorima, who received a transfer of 100 million soles.

The local press has continued to focus on Boluarte's inner circle, especially after discovering her brother Nicanor attempting to form a political party supposedly with the support of prefects and subnational authorities.

Nicanor Boluarte was arrested along with the president's lawyer, Mateo Castañeda, after being implicated in a prosecutorial investigation for allegedly being part of a network dedicated to influence peddling.

This case also led to another prosecutorial investigation against the Peruvian president, this time for alleged personal cover-up and abuse of authority, after she dissolved a special police team hours before they were to participate in the capture of her brother.

The economy remains stagnant

Boluarte committed to restoring economic growth after a negative result of 0.55 percent in 2023 due to social protests and natural disasters. However, her results remain elusive, with an increase in poverty to 29 percent and a production decline of 0.28 percent in March.

Amid this persistent crisis, Parliament seems to have lent a hand to her administration to inject cash into the market, after approving a seventh partial withdrawal of private pension funds and the free disposition of 100 percent of the Compensation for Time of Services, an amount reserved by workers for periods of unemployment.

Insecurity on the rise

Currently, the main concern of Peruvians is citizen insecurity, which remains without an apparent solution, despite the states of emergency declared in the most affected areas.

On Thursday, Boluarte swore in her sixth Interior Minister during her term, following the resignation of Walter Ortiz, who was involved in the deactivation of the special police team that carried out the arrest of Nicanor Boluarte.

Several Countries Offer Help To Find Iranian Presidential Helicopter

"Russia is ready to offer all the necessary help in the search for the missing helicopter," Maria Zajárova.

Russia, Qatar, Kuwait, Iraq, Armenia, Azerbaijan, Saudi Arabia, have offered their help to find the Iran's presidential helicopter which made an emergency landing in a region inaccessible after an official visit to Azerbaijan.

The Saudi Arabian Ministry of Foreign Affairs issued a statement in which it expressed concern about the incident and shared its "willingness to provide any assistance needed by the Iranian authorities" in order to locate the president.

By his part, the official spokesman of Foreign Affairs of Qatar, Majid bin Muhammad Al Ansari, expressed on the "difficult landing accident" of the Iranian president and his companions, and stressed "Qatar’s willingness to provide all kinds of support in the search for the Iranian president’s plane".

Kuwait also shared its "concern" about the event in a statement issued by the official Kuwaiti news agency Kuna, which expressed support "for the Islamic Republic of Iran in this sensitive circumstance".

"Russia is ready to offer all the necessary help in the search for the missing helicopter and in the investigation of the causes of the incident," said Maria Zajárova, foreign spokesperson of the Eurasian nation, and stressed that "We sincerely hope that they are alive and their lives and health are not at risk."

In addition, the European Union activated this Sunday at the request of Iran the Copernicus map system, designed to respond to emergencies, to help locate the helicopter landed.

The on-demand mapping provided by the Copernicus mapping system, which is part of the EU Emergency Management Service, provides detailed and up-to-date information on demand for certain emergency situations resulting from natural disasters, accidents or disasters.

Flood Deaths Rise to 154 in Brazil

The latest bulletin released by the Civil Defense dlocalo, in addition to noting that 154 people died because of the tragedy, added that 98 are missing and 806 were injured.

The Brazilian government reported on Friday that it increased to 154 the number of people killed in Rio Grande do Sul, after rains and floods that affected 461 municipalities, representing 93 percent of the cities in that state.

The latest bulletin released by the Civil Defense dlocalo, in addition to noting that 154 people died because of the tragedy, added that 98 are missing and 806 were injured.

In this regard, family members or friends of disappeared persons, if they are located, are requested to go to the nearest Civil Police Station to compute the information.

To date, Rio Grande do Sul has 540,192 homeless people, as a result of flooding caused by the state’s largest climate crisis, according to statements by local media and authorities.

Meanwhile, 2,281,830 people were affected and 78,165 are in shelters. Likewise, the Civil Defense reported that there are no deaths under investigation.

He also reported that 82,666 people, 12,108 animals have been rescued and at least 27,688 government agents have participated in these actions.

Peru: Minister of Interior Resigns After Barely a Month of Work

Ortiz Acosta presented his resignation letter on Thursday. According to local media, he would be replaced by Vice Minister of Internal Order, Juan José Santivañez, who would be sworn in on the afternoon of this day.

The Minister of the Interior of Peru, Walter Ortiz Acosta, resigned this Thursday, barely a month and a half after being sworn in, amid questions about interference to ongoing investigations on the appointed president, Dignified Boluarte, and his brother Nicanor Boluarte.

Ortiz Acosta presented his resignation letter on Thursday. According to local media, he would be replaced by Vice Minister of Internal Order, Juan José Santivañez, who would be sworn in on the afternoon of this day.

Last Tuesday, the official publicly endorsed the decision to remove police support for the Special Team of Prosecutors Against Corruption in Power (Eficcop). He took responsibility for the measure against that team, which investigates Nicanor Boluarte for leading an alleged criminal organization and influence peddling against the State.

The brother and lawyer of the designated president, Mateo Castañeda, were arrested during raids carried out on May 10. Some 20 others were also arrested in the context of a court case called "The Waykis in the Shadow".

The next day, the Peruvian Prosecutor’s Office announced that it was opening proceedings against the de facto president and Ortiz Acosta for having withdrawn police support for the anti-corruption group. He accused them of alleged perpetrators of the crimes of personal cover-up and abuse of authority.

After hearing the decision of the Public Prosecutor’s Office, Ortiz Acosta reacted and criticized the interim prosecutor, Juan Carlos Villena, who demanded that police support be restored to the Eficcop.

Retired general of the Peruvian National Police, Ortiz Acosta is the fifth minister of this portfolio during Boluarte’s term. He took over the portfolio on 1 April.
