Though the way the leaker describes it makes it sound more like a 3rd person MOBA than a hero shooter.

Ugh, as if we don't have enough of this kind of game already. SMITE 2 and Marvel Rivals are coming soon. Valve for fucks sake, look at how well Half Life: Alyx did. I seriously hope they're working on a future Half Life game or some new story driven style game at the very least. I'm calling it now, Deadlock is going to be another Artifact.
But when's Half Life 3 coming out?
Never, at this point half life 3 failing would do more damage to the steam sales platform than half life 3 succeeding could make in a million years

At this point, we have some absolutely impressive Portal 2 mods that, in my opinion, definitely make up for not having Portal 3. We've got Tag (the paint gun mod), Thinking With Portals (a short one that gives you the ability to create a clone thing that copies recorded actions), and I've been playing through one I just found out about called Revolution that is pretty cool so far.
I personally like to think that the fans have done a good enough job at creating mods and maps that a Portal 3 would be redundant.
Somehow I get the feeling Valve still had some lingering feelings about the failure of Valve's TF2 comp and they're trying to right their wrongs.

Seeing the Steam store lately I'm honestly surprised there isn't a porn shooter. Imagine if someone went all in making an OW ripoff, but committed to making adult skins. Think about how much money that could make.
