Training sailors for polar/ artic conditions is good. Might as well have the sailors know how to do so safely.

It's probably also useful to the Russian and Indian Antarctic programs. They have neighboring stations on the bit near South Africa (Maitri and Novolazarevskaya stations, respectively). Both are on the coast, though they do have an ice runway too.
