My understanding is that people are put on the cover of time magazine not because of how ethical or moral they are but because of how much influence and power they have. So Trump being on the cover on Time magazine doesn't mean they are saying he's a good person.
And remember, this is the same magazine that once had Hitler as person of the year. Mistakes do happen.
It's not a mistake. The person of the year is not by definition a good person, but someone who's had a lot of influence during the year, for better or for worse.
