South Africa has warned that further attacks against its peacekeeping forces by Rwandan-backed rebels would be a “declaration of war”, as regional tensions spiralled following a major new offensive in the Democratic Republic of Congo.

Maybe. They previously had nuclear weapons, and while they dismantled them, they still have a lot of the material. In a full scale war, they might withdraw from the nuclear weapons treaties.

The South Africa that had nuclear weapons back then is not the same one that's in Rwanda.
