Compared to what, there was an agreement that $3.8 billion annually for 2019 to 2028 would be sent, by Trump's admin, albeit under peacetime

To be perfectly honest, I was genuinely hoping the rhetoric was to a large degree a smokescreen to placate AIPAC. It’s entirely possible I was wrong on that front, but we’ll never know.
