The difference between the two is that developmental disabilities can cause lower intelligence but are actually mostly comprised of aspects not directly related to intelligence, such as not understanding or naturally picking up social cues, sensory issues that overwhelm the vrain making it hard to actually think properly (Imagine being stabbed, you would also have a hard time acting "normal" or intellectual at that moment) etc.
