If they have sorted the ship issues in the remaster of 1 then thats the natural start, otherwise I would watch a lore dump from game one and then start the 2 remaster:)

Well, we might be able to siphon enough plasma from the sun and disperse it to make it so small it will not explode when it reaches its end of service period, but I guess a Type 3 civilization might have other priorities

It's a communist utopia, I would assume the central government has that info regardless if it's a citizen or a government personell. Citizens of other members in the Federation would opt in to the tracking
