I think the west has brought about an evolution of the rules of engagement in modern warfare to skirt legal responsibility. In that all the international effort to build the post ww2 consensus of what constitutes war crimes is being dismantled as they use the T-word to wage total war on an entire population. War crimes cannot be levied against a country fighting enemies designated as "terrorist", also they get around any civil liberties domestically. It's a matter of time before we see more accusations of State actors as terrorists as they are acting as such. The T-word is simply a way for the West to revert to the days when total war on an enemy population was the norm.
