The answer is probably it only tracks movement and dings if there's too much in a given time.

Companies skimp on this tech constantly, even with retail foot traffic trackers they could distinguish between employees and customers easily but don't want to shell out for anything more than a LRD

This depends very much on the flavour of Trot, I've found. There's not a lot of overlap between more Orthodox groups like the Sparts and, say, Cliffite splinters who are often completely divorced from much of Trotsky's theoretical positions.
