A nation is only as strong as its people. A progressive government would define "defense" spending as anything protecting the health and prosperity of their people. So 5% of GDP for taking care of the population should not be that bad. If NATO disagrees they can go die mad.

I think I read somewhere that brake fluid is a fairly reliable means of stripping paint. A design or message of some type might emerge from a judicious application of such liquid.

Everyone assumes the empire is all-powerful, but they really are not. Mao called them a "paper tiger" 60 or 70 years ago. Vietnam, Afghanistan, Cuba and to some extent Iraq and others have all proven that resistance is not futile. With the insane clown posse taking power the world is not going to be quite as eager to back U.S. aggression, I hope.
