Remove zoning restrictions and someone will build. Give them the incentive by making what you want to build easy and most will jump on it instead of going through a 5 year long rezoning process to build a 30 story tower.

No longer do I have to yolo changing glasses while going 120km down the highway to work during that stupid 2 month period where it goes from pitch black to blinding sun during my commute.
I've had them for about 3 years now and I wish they would catch on faster so I could get new styles. The sunglass part is pretty thin but I've yet to break it in 3 years of accidentally leaving it in my back pocket while sitting down.
From my understanding, at least in Canada, we've an increase in older people using and a decrease in younger people trying.
Essentially older people who may have used back in the day generally gave it up when they had kids and lost their plug. Now that it's legal and available they are going back to it since its easier to get now then having to know some guy and go through that whole rigmarole. As for the younger crowd, dealers aren't as common since most people just buy it from the store, or grow their own and they have other avenues to form addictions, like social media.

A church in the city I work for is being used as an extreme weather shelter for homeless/at risk people. I received a couple dozen phone calls from the parish when it was first announced who were pissed about homeless people using their church for shelter. Any time I tried to explain the irony of their complaint it just made them angrier.
I'm not saying this to paint a picture of all religious people, but from my experience the one's I have come across tend to not care about anyone in their community not in their circle.
