Daily lurker here. Are you disabling community creations? It appears that this decision has been made hastily. According to this thread, the admins haven't finalized their decision on this matter yet. In what way would this contribute to attracting more users if you are impeding active engagement?
Although !cafe may be the most bustling community for now, it doesn't imply that users prefer to spend all their time there. Some of us would like to develop our own communities.
