Might want to try RNote, but it's only for desktop I think. You can export them to PNG, PDF, etc though.

Easer? It's also on F-Droid. It's clunky though, so it takes time to get into it.

Edit: It seems to not have a silent mode either as far as I can tell, but I'm gonna keep looking.

Have you considered a pannier?

I throw my locks (one chain, one cable/u-lock combo) in my pannier and forget about em. They're also much nicer than a backpack for carrying anything because of the hot, humid climate I live in.

I will say that, especially in college towns, this does not always hold up legally. My buddy got hit by a car on a crosswalk (they rolled down the window and told him to watch where he was going, while he was on the ground); and even though he was on his bike, the cops took his side.
